She said “this is the last one” first, after signing a bunch of them.

I think he was just following up on what she said and he is trying to be considerate of her.

He seems like a good guy, no reason to rag on him.

I want to give him the benefit of the doubt and say maybe he/they were just tired from their flight and were in a hurry to get somewhere? But that was still not his place and a pretty douchey thing to do.
